Apple puts a check in the installer for each model. The 1809 compatible installer must be downloaded from a Mac that was built after 1809 was released. Example Mac Mini 8,1. Create the boot camp installer from that hardware and you can run that installer on previous versions of Apple hardware in the CLI with the force install msi command.

I made a post previously about trying to get Windows 10 on my Late 2006 MBP. I managed to get Windows 10 x64 installed by luck, as it was the only DVD that would boot. (All of the other DVDs I made gave the '1. 2. Select CD ROM Boot Type error' or the 'Code 5' error.). With a fresh install, I'm having driver issues. All of the Boot Camp x64 drivers seems to be for Windows 7 and I can't force install with the various command line tricks found in Google searches. Out of the box I have WiFi, and basic/generic display at a slightly stretched resolution.
From the Boot Camp driver download package, I was able to install the drivers I needed individually. I tried to install the drivers for display via Apple installer and ATI, neither worked. I tried the Cirrus audio installer, that didn't work (see Edit 4). By not working, I mean that they installed normally but there are no changes to display and I still have a lack of audio. Installing individually made things partially work, but not full functionality.
(My original question here was for working x64 drivers and how Windows 7 wasn't really going to work since it's EOL is coming up)
Edit 1: I've tried the USB flash drive route instead of making DVDs. Mostly it didn't work. When it did, it'd start booting and after clicking 'press key to boot from CD/DVD', it'd go to Loading Files, then the install would hang on a black screen. I wish I found this page earlier for how to make a bootable DVD.
Edit 2: I got display drivers! In a random forum post somewhere there was a link to a specific .cab file (20232705_a9cff6669e7ea32aba78f5d4f87e9a8c5f253f02.cab) from the MS Update Catalog, and whatever it was it worked. I now have correct resolution (1440x900), for the correct device (ATI Mobility X1600), and the computer even sleeps though it's buggy--if it sleeps too long it shuts off. Still working on sound. When I play audio, and I go in the Playback Devices area, I see audio levels for my speakers or headphones, but no output. The red optical audio light is always on.
Edit 3: I got sound..sort of! Since the integrated sound seemed to be a dead end, I used a USB M-Audio Micro I had laying around. Windows found the drivers automatically. I didn't need them, but I installed iSight drivers (working) and Apple Remote (untested). I still have the original audio issue from Edit 2, so I disabled the onboard audio to turn off the optical audio light. I installed Trackpad drivers but I can't get two finger scrolling, and Trackpad++ didn't work. The Null driver disables the Performance Counter unknown device in Device Manager. Keyboard backlight doesn't work, but that hasn't worked for a while even in OS X. I was able to update Windows 10 to the current version, but because of slower internet (25Mbps) and a very slow HD it took about 17 hours (!) to install Windows x64 fresh, then update everything. I've ordered an SSD and burned an updated Windows version so that time will be cut down a lot on the next install.
Edit 4: After a lot of futzing with various audio drivers I found the correct audio driver for my MBP model! Turns out my model is not Cirrus but IDT Sigmatel, and I used that installer from the WindowsSupport Boot Camp folder. I had to use 7z to extract the .exe into a folder of files, then in Device Manager I used the update driver function, and now I have working onboard audio on speakers and headphones. For fun, I tried the official full Boot Camp Windows installer setup.exe file again, ran it in Windows 7 compatibility mode, and it installed. Microsoft iso image windows 7. I could swear I tried this before and it didn't work. The only thing it didn't get was the correct graphics driver, but I have those files from Edit 2. Thanks to the Boot Camp full install, the computer is fully working in Windows. The F Keys work like in OS X; I have brightness control, audio control (with full IDT control panel), eject button works, even the OS X volume/brightness/backlight animations show. Still no backlight, but again from Edit 3, it might be dead. I didn't realize it at first, but I had the issue where Windows 10 isn't using the full processor. My laptop is 2.16GHz and it was only using 1.0GHz. I used the method from this thread, from CptDaaaaave's post where you edit a registry and it worked. It's great having a fully supported 2006 MBP running the latest version of Windows 10 x64!
